# North Dakota Presents Legislation to Defend Kiyosaki: Global Economy Declining, Predicts Bitcoin at 0,000 Mining Entitlements
As per Dennis Porter, the Chief Executive Officer of the Satoshi Action Fund, North Dakota has introduced a legislative proposal with the goal of protecting the entitlements of Bitcoin miners and owners.
In a message dated January 31, Porter mentioned that North Dakota Legislator Nathan Toman has submitted a legislative measure intended to safeguard the entitlements of Bitcoin (BTC) users.
“I can verify that a legislative proposal safeguarding Bitcoin users has been presented in North Dakota by Legislator Toman,” penned the co-creator and CEO of the Satoshi Action Fund.
Porter elucidated that the legislative proposal centers around maintaining four fundamental tenets concerning Bitcoin entitlements. These encompass the entitlement to mine Bitcoin, the entitlement to self-custody Bitcoin, the entitlement to participate in peer-to-peer dealings, and the entitlement to run Bitcoin nodes.
Throughout the years, Porter has played a crucial role in presenting legislative proposals in significant US states that defend the entitlements of Bitcoin owners and encourage tactical Bitcoin reserves.
In the past, Porter unveiled a legislative proposal, put forth by Legislator Lammers and co-sponsored by Legislator Schomer, which would permit Montana to allocate as much as $50 million towards Bitcoin, digital assets, stablecoins, or valuable metals.
Furthermore, in May 2023, Montana suggested and implemented a legislative proposal, referred to as S.B. 178, to safeguard the cryptocurrency mining entitlements of its populace. This law stops Montana towns from forbidding Bitcoin mining.
In February 2023, Mississippi approved a collection of legislative proposals, including one entitled “Mining Entitlements,” which strives to defend the entitlement to mine Bitcoin and other digital assets. This legislative proposal additionally aims to safeguard the entitlements of node operators within the state.
The sole US states recognized to have endeavored to confine or entirely prohibit cryptocurrency mining are New York and Arkansas. In April 2024, two out of eight legislative proposals suggested to the Arkansas House of Representatives could possibly curtail cryptocurrency mining in the state.
